Potential areas for the establishment of climate forests are largely located in areas with little tradition of forestry. Establishing forests as a climate measure has a different starting point than traditional forestry. Society is interested in the carbon sequestration this provides, but the economic incentives for the individual landowner are small.

For the establishment of new forests to be profitable for the forest owner, the total cost must be compensated by income that can only be realized through final felling. In areas where large trees have grown, it will most likely be possible to use the felling for wood and thereby eliminate the cost of preparation for climate forest. The cost associated with the establishment of new forests will then be related only to the actual planting and necessary vegetation control.
